Conduct oversight of Schedule 2 and 3B national government business enterprises (SOEs) in the Transport and Defence sectors and contribute to restructuring policies.

The National Treasury Department of South Africa is actively recruiting for a Transport and Defence Analyst

Qualification/s Requirements

  • Grades 12 and a national diploma/ bachelor’s degree (NQF 6/7) are required.

  • Experience in the dissemination of financial statements and corporate plans within the transport and defense sectors with at least 4 years of experience, of which 2 years should be at Assistant Director or equivalent level,

  • Having knowledge and experience in mergers and acquisitions relating to SOCs,

  • Strategic and economic knowledge,

  • Experience and knowledge of government regulation pertaining to state-owned companies.

Key Performance Areas

Conduct Analysis in the Restructuring of SOEs: 

  • Assess restructuring opportunities within SOEs in the Transport and Defence sectors and provide advice accordingly,

  • Examine the restructuring and turnaround plans of SOEs in the transportation and defence sectors,

  • Assist in the restructuring of SOEs in conjunction with other departments

Analyse Financial Statements and Corporate Plans of SOEs: 

  • Assess the financial statements and corporate plans of SOEs in the transport and defence sectors. Engage with entities, relevant departments and other stakeholders.

  • Analyze the alignment between corporate plans and policy objectives in the Transport and Defence sectors,

  •  Conduct an analysis of industry trends in the transport and defence sectors,

  • Assess potential oversight within SOEs in the transport and defence sectors and develop mitigating factors

Compliance to PFMA Determinations: 

  • Analyze and review requests from SOEs in the Transport and Defence Sectors according to the applicable PFMA determinations,

  • Assess cabinet memos and parliamentary questions and respond in accordance with PFMA guidelines,

  • In accordance with the PFMA determinations, develop standard processes for assessing and monitoring guarantees before approving their implementation

Contingent Labilities and Capital Structure:

  • Compile responses to guarantee requests from SOEs in the transport and defence industries,

  • Ensure compliance with the rules and regulations governing SOEs in the transportation and defence sectors,

  • Evaluate the medium-term expenditure framework (MTEF) in relation to requests for budget adjustments.
