With duty station in Kampala, Uganda, this position is located at the United Nations Office on Drugs and Crime (UNODC) Programme Office in Uganda (POUGA), the Regional Office for Eastern Africa (ROEA). Under the supervision of the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons) at the Programme Office in Uganda and the overall guidance of the Programme Coordinator leading the Global Cybercrime Programme, the incumbent will work.

Responsibilities

  • In the region, contribute to formulation, development, implementation, coordination, backstopping, and evaluation of existing and new cybercrime countermeasures.
  • Assist in monitoring and analyzing programme/project development.
  • Review, prepare and/or ensure timely preparation and submission of relevant project documents and reports; identify problems and issues to be addressed and propose corrective actions; coordinate with relevant parties, counterparts and stakeholders to provide or receive countering cybercrime technical assistance; identify and track follow-up actions.
  • Contribute to the preparation of necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, and programme performance reports, and assist in monitoring the expenditures and usage of funds in the assigned areas of responsibility.
  • Provide technical assistance, mentoring, and training to national agencies in Africa in order to combat cybercrime, with a special focus on French-speaking and Portuguese-speaking regions. As part of the role, I provide organizational and logistical support for the implementation of activities, along with facilitating and moderating trainings, workshops, and other events.
  • Develop funding proposals, review, draft, and compile documents, attend meetings, identify sponsors, and contribute to fund-raising activities.
  • Contribute to the collection, analysis, and identification of trends and patterns in data, and provide draft insights through graphs, charts, tables, and reports using data visualization methods for data-driven planning, decision-making, presentation, and reporting.
  • As required, perform other duties related to the job.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, international security, business administration, political science, public administration, or other related fields is required. As an alternative to an advanced university degree, two additional years of qualifying experience may be substituted for a first level degree in similar fields.
If a candidate has passed the Young Professionals Programme Examination (YPP), the National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P), a first-level university degree and no experience will be accepted.

Work Experience

  • A minimum of two years of progressively responsible professional work experience in the area of countering cybercrime, cryptocurrencies and financial investigations OR a successful completion of the Young Professionals Program Exam (YPP), the UN National Competitive Recruitment Examination (NCRE) or the General Service to Professional Exam (G to P).

  • It is desirable to have experience delivering training and providing technical assistance to the criminal justice sector to combat cybercrime and investigations related to cryptocurrencies.

  • It is desirable to have experience implementing projects in developing countries.

  • The ability to manage and coordinate projects is desirable.

  • Ideally, you should have worked for a UN system or similar international organization.

  • Data analytics experience or experience in a related field is desirable.
